POLICY AND PROCEDURE STATEMENTS
Preamble. The University of British Columbia’s (UBC) Midwifery Program (BMw) and its Internationally Educated Midwives Bridging Program (IEMBP) are jointly referred to as “UBC Midwifery” or the “Program”. UBC Midwifery follows all UBC regulatory requirements and applicable UBC policies.
Policy
Debarment is the process of excluding one from the rights and privileges or practices and the act of prevention by legal means. The debarment process may be invoked when policies such as attendance, unsafe clinical practice, expectations of student participation and preceptor supervision, and issues related to professionalism have been breached.
A student may be debarred from class, clinical practice, laboratories, and examinations by action of the Midwifery Program Director for: persistent non-attendance, unsafe clinical practice, and/or consistent failure to produce assignments to the satisfaction of the instructor as per requirements outlined in the course syllabus. Once the debarment process has been initiated, the student will not be able to voluntarily withdraw from the course that is presently under investigation. Students so debarred will have failed that course.
Procedure.
All evaluations, discussion, and decisions must be documented by the Course Lead, Tutor and/or Preceptor from week to week. These weekly evaluations must be shared with the student to show progress or discrepancies. Debarment will be invoked due to any egregious action or behaviour in the classroom or in the clinical setting. The process to debar is as follows:
- \Course Lead or Tutor documents any uncorrected egregious behaviour or action (examples include unsafe clinical practice or issues regarding professionalism and conduct)
- Midwifery Undergraduate Program Lead or designate is immediately notified.
- Midwifery Undergraduate Program Lead or designate notifies preceptor and student. The student must immediately stop clinical practice or continuance in course per debarment policy.
- Undergraduate Program Lead connects students to Student Services Manager & Advisor for support and Office of Ombudsperson if they so choose.
- Director of Program notified to review case with Undergraduate Program Lead.
- Formal communication sent to student regarding plan with meeting with the Undergraduate Program Lead. This might require automatic withdrawal and failure dependent on outcome of review.
- Notification to student of appeal process.
